A policeman, while out on patrol, heard a yell. He followed the cries and happened upon a man sleeping in some bushes. He was emaciated and smelled quite abhorrently. The policeman radioed for a sanitary commissioner.

On catching sight of Rory, the sanitary commissioner decided that he was unsanitary and was of no use for anything.
